caplan risponde a jones

Garett Jones è il critico più brillante delle politiche di libera immigrazione. Il suo argomento base è di tipo empirico: se l'intelligenza di una persona beneficia quella persona, l'intelligenza media di una nazione beneficia quella nazione. Ma qui arriva la sorpresa: il rapporto tra il primo beneficio e il secondo è circa di 1 a 6.

Ebbene, cosa succederebbe se l'immigrazione negli Stati Uniti fosse libera? Secondo le Stime di Jones il reddito pro capite collasserebbe del 50% mentre la produzione totale aumenterebbe di oltre l'80%. Ci sarebbero quindi molti benefici ma sarebbero incamerati esclusivamente dagli immigrati (che partirebbero da un reddito pro-capite bassissimo). Lo standard di vita degli indigeni si abbasserebbe di un notevole 40%. Tutto questo per il semplice fatto che l' IQ medio negli USA è di circa 11 punti più elevato del IQ medio dei suoi immigrati. I confini aperti innalzerebbe l'IQ medio della comunità immigrata e abbasserebbero quello della comunità ospitante.

Come rispondere a Jones? Innanzitutto attenzione ai benefici che ci conferisce il nostro IQ, spesso si confonde con i benefici che noi attribuiamo all'istruzione. Un dovuto controllo riaggiusterebbe verso l'alto le stime. Poi c'è una questione storica: sembra alquanto strano che il PIL possa raddoppiare senza benefici più o meno universali, nella storia non sembra che questo sia mai successo: la rivoluzione industriale non ha beneficiato solo i proprietari di fabbriche, internet non beneficia solo i programmatori o gli imprenditori tecnologici. Poi, tornando al rapporto 1 a 6, c'è la questione più importante: siamo sicuri che in una società con l'IQ medio che si abbassa avere un IQ molto superiore alla media ci benefici così poco? Pensiamo al Sudafrica, l' 80% della popolazione è nera e il 9% bianca, i bianchi hanno un IQ più elevato dei neri; se le stime di Jones fossero corrette dovremmo aspettarci redditi poco più elevati mentre invece, dopo 30 anni dalla fine dell'apartheid, il reddito dei bianchi è circa del 500% maggiore rispetto al reddito medio dei neri. Da ultimo, ci sono ragioni per sperare che l'accesso alle società occidentali aumenti l'IQ dei bambini immigrati senza deprimere quello dei nativi.

ECONOMIA DELL’IMMIGRAZIONE
I tre effetti principali.
1) L’immigrato fa concorrenza all’indigeno povero togliendogli il lavoro.
2) L’immigrato avvantaggia l’indigeno povero abbassando il costo del lavoro e quindi il prezzo dei beni in commercio. Questo vantaggio riguarda tutti gli indigeni.
3) L’immigrato – che è povero – avvantaggia l’indigeno povero rendendo conveniente la messa in commercio di beni indirizzati ai poveri.

Visti gli effetti 2 e 3, da un punto di vista economica non è detto che un sovranista si debba opporre all’immigrazione.

Gli immigrati abusano dello stato sociale? LASCIARLI ENTRARE, ma non ammetterli al welfare.
Gli immigrati votano nel modo sbagliato? LASCIALI ENTRARE, ma non votare.
Gli immigrati delinquono? LASCIALI ENTRARE e metti delle aggravanti sui loro crimini.
Gli immigrati danneggiano gli italiani poco qualificati? LASCIALI ENTRARE e tassali per risarcire i nativi.
Gli immigrati inquinano? LASCIALI ENTRARE, e tassa il loro inquinamento.

Eccetera.

L’ESCLUSO

Mai mi sento così “escluso” come quando sento alla TV il solito sermone sull’ ”inclusione”. Perché?

Due ipotesi.

1. Ipocrisia. Ascoltando questi predicozzi grondanti misericordia è impossibile non cogliere il bordone accusatorio. Si ha come la sensazione che qualcuno sia sempre nel mirino, sotto la vena magnanima traspare aggressività, a volte persino un certo livore. Dietro il papa misericordioso c'è l’anatema, dietro un Gino Strada che la butta in politica c’è sempre un uomo sull'orlo di una crisi di nervi che deve scaricarsi.

2. Isolamento. Per “includere” bisogna appartenere ad un gruppo e io non mi sento parte di nessun gruppo. La difesa della democrazia non mi appartiene, i discorsi sui diritti umani mi lasciano indifferente e ormai anche quando sento parlare i miei fratelli cattolici vengo colto sempre più spesso da un senso di stupore e alienazione. Credo ormai solo nelle anonime istituzioni del business, tutta roba che si presta pochissimo alla retorica della squadra.

VOLEVAMO BRACCIA E SONO ARRIVATI UOMINI

Lo osservava Max Frisch negli anni sessanta di fronte alla migrazione italiana in svizzera.

Il messaggio era questo: l’immigrato non è solo un lavoratore ma anche un uomo, e la sua presenza ha profondi effetti sociali.

Nei decenni, ironia della sorte, il messaggio ha cambiato di segno: da progressista con intenzioni protettive nei confronti dell’immigrato a reazionario con intenzioni vicine al respingimento.

Proprio perché l’immigrazione ha “conseguenze sociali” rappresenta una minaccia da tenere a bada.

Ma ci si puo' spingere oltre: anche la tecnologia ha “conseguenze sociali”, guardiamo solo allo smartphone: nasce come un telefono più comodo per poi rivoluzionare il mondo delle relazioni e persino la nostra psicologia. Poiché è alla base dei social arriva oggi a sconvolgere persino la politica.

E quando sarà tra noi l’auto che si guida da sé? Altra distruzione sociale e altra resurrezione. Dobbiamo accogliere o respingere?

Difficile aver paura dell’immigrazione senza aver paura dell’innovazione tecnologica: il pauroso è pauroso. E’ una questione di carattere.

Volevamo braccia e sono arrivati uomini, volevamo macchine e sono arrivate… Ecco, qui mi manca la parola. L’ho cercata per un giorno intero senza successo. Suggerimenti?

Il "padroni a casa nostra" secondo Nozick

One popular position on immigration goes something like this: “It’s our country. We can let in or keep out whomever we want.” This could be interpreted as a claim that the right to exclude aliens is based on property rights, perhaps collective or national property rights. Would this sort of claim receive support from theories in which property rights play a central role? I think not, because those theories emphasize individual property rights and the concept of collective or national property rights would undermine the individual rights that these theories wish to protect.

L'immigrazione come tesoro nascosto

Nel suo saggio “My Path to Open Border” Bryan Caplan sintetizza bene cos’è l’emigrazione per un economista:

Dici poco. Caldeggiare politiche “free trade” è una delle poche cose che la pseudo-scienza economica è in grado di elargire con un minimo di sicumera.
Limitare l’immigrazione significa costruire gabbie

C’è però un problema di “fatti” e “percezioni”: la libera migrazione smussa le diseguaglianze ma ce le fa percepire più profonde poiché le porta più vicine a noi.

A chi teme minacce al nostro welfare, il libertario risponde pronto…

Per schematizzare il problema della libera immigrazione giova sottoporsi ad un esperimento mentale: immaginate che la presenza di una sostanza preziosissima (che allunga la vita all’uomo) venga segnalata sotto l’ Empire State Building. Il suo valore è inestimabile. Come procedere per recuperarla?
Molti saranno atterriti da come questa nuova ricchezza possa alterare gli equilibri del pianeta. Preda di queste paure alla fine prenderanno posizione per lasciare la strabiliante ricchezza laddove si trova adesso. Ma la persona di buon senso non potrà mai aderire ad una mentalità catastrofista che avalla un simile spreco! Eppure l’argomento etico è molto forte: se non sei legalmente tenuto a mantenere i tuoi genitori come puoi essere tenuto a mantenere un estraneo?

Molte lamentele circa l’ingresso dei migranti sul mercato del lavoro si adattano anche a quello delle donne. Perché usare un doppio standard?
Chi si oppone all’immigrazione dovrebbe anche opporsi alle politiche sulla fertilità:

Per molti libertari l’incubo peggiore è la “tirannia della maggioranza”, ma le politiche migratorie per molti rappresentano la realizzazione di questo incubo. Esperimento mentale…

Da ultimo: con le loro rimesse gli immigrati aiutano il terzo mondo e questo, indirettamente, è anche un nostro aiuto. Spesso ha il pregio di essere più mirato e meno sprecone.
