Un' ondata democratizzante si appresta a sommergere l' Africa?

Molti lo auspicano.

A questo punto meglio sentire cosa ha da dire in merito chi passa per essere il massimo esperto di democrazie africane, Paul Collier:

Dispelling some common myths about what elections can and cannot do in emerging democracies will help us face more realistically the difference between a ballot box and a magic bullet... In the societies of the last millennium, democracy has increased political violence instead of diminishing it. In Africa, the only region for which comprehensive data are available, from 1945 to today there have been 82 successful coup d’états, 109 failed attempts and 145 foiled conspiracies. Let’s take another figure: in the 58 low-income countries examined by Collier, $9 billion are spent on arms, 40% of which are financed by cooperation aid granted by the international community. Yet many of these countries are no longer involved in civil or border wars and in recent decades have held free elections. So why is this?... the simple reason why in the countries of the last millennium the effects of free and fair elections have not diminished the risk of political violence is that in those societies, democracy is neither responsible nor accountable.

Questa non ci voleva proprio: dopo aver incamerato la triste notizia per cui democrazia e ricchezza non si conoscono neanche di vista, puntavamo tutto, incoraggiati dalle ricerche di Rummel, sui buoni rapporti tra democrazia e pace.

Ho sempre più l' impressione che la democrazia sia un bene di lusso. Qualcosa che entra in casa per ultima, quando tutto il resto è già approntato, compresa la raddrizzatina di prammatica ai quadri del tinello.
