Se uno racoglie dati sul funzionamento delle sanzioni economiche si accorgerà dei tanti fallimenti. Deve concludere che dobbiano rinuciarci? No: le sanzioni funzionano, ma prima che vengano prese, non dopo.

Quindi, le sanzioni non funzionano solo nel momento in cui vengono applicata.

Inoltre, funzionano con gli alleati, poco con i nemici che ci odiano e cercano un motivo che li confermi nel loro odio.

Qualche distinguo sulla politica delle sanzioni economiche

Una strategia di politica estera spesso utilizzata contro i Paesi ostili consiste nel varare sanzioni economiche.
Funziona?

Secondo lo studioso si deve andare oltre la logica del funziona/non funziona.
Funzionano meglio con gli alleati che con gli avversari...

Sbagliato: la minaccia di sanzioni funziona meglio delle sanzioni stesse. Bisogna quindi sfruttare al meglio questo fatto, garantirsi i tempi della minaccia e i margini per l’escalation...

Anche qui è il caso di fare dei distinguo. In altri termini, le coalizioni costruite ad hoc per sanzionare hanno scarso successo, è vero, ma lo stesso non può dirsi per le coalizioni istituzionali...
