BUROCRAZIA

Strepitosa descrizione della burocrazia indiana (e universale). Alcuni passaggi.

... «Ha il permesso per gli alcolici?». Gli mostrai i fogli protocollo timbrati e firmati. «Ha il permesso di trasporto?». Mai sentito, finora, di questo permesso. «Deve avere un permesso di trasporto». Ero esausto, sudavo, e quando aprii la bocca per rispondere mi accorsi che ero sul punto di piangere. «Ma mi avevano detto...»...

... lasciato temporaneamente solo notai che tutti i fascicoli avevano le orecchie e i bordi flosci per reverenziali maneggi; e a molti erano appuntate striscioline di carta rosea, sbiadite e flosce altrettanto, con su scritto URGENTE, URGENTISSIMO, IMMEDIATO. Tra questi cumuli e colonne e bastioni di carta erano sparsi impiegati dall’aria dimessa, uomini e donne, con lineamenti dolci, indianamente pallidi, le spalle arcuate; la carta era per loro una perfetta copertura mimetica. Un uomo anziano, con gli occhiali, sedeva a un tavolo d’angolo, il viso un po’ gonfio e dispeptico. Il tremulo governo di quella stanza cartacea gli apparteneva; se fosse scomparso gli impiegati sarebbero stati probabilmente travolti... riempiva moduli con una di quelle matite spuntate, indelebili e illeggibili usate dagli uffici governativi di tutto l’ex Impero, in vista non tanto di ciò che si scrive quanto delle copie necessarie...

... I suoi occhi presero atto con disgusto della mia impazienza... fui mandato all'ultimo piano...

... l’ufficio al piano di sopra aveva l’aria condizionata. Là l’India era un paese ordinato, perfino lussuoso...

... Firmai tre volte e ricevetti il mio permesso. Il capufficio aprì un altro fascicolo. «Nadkarni» disse a bassa voce a un impiegato. «Non capisco questo appunto». Ero già stato dimenticato...

ELOGIO DEL MALFUNZIONAMENTO SOSPESA

Il Pronto Soccorso di Varese funziona male in modo tale dal limitarne l’afflusso. Se funzionasse bene tutti ci andrebbero per ogni dolorino e collasserebbe. L’alternativa è tra il malfunzionamento e il collasso.

Se fosse facile ottenere una ricetta ne chiederei una tutti i giorni. Per ottenerne una devo andare dal dottore, fare una coda di mezz’ora e poi andare in farmacia. Per questo mi limito alle più necessarie.

Se l’assistenza software funzionasse bene la contatterei tutti i giorni (e come me tutti i miei colleghi). Ma so già che tra una balla e l’altra devo stare al telefono 20 minuti prima di trovare la persona giusta, in questo modo mi limito a chiamare solo per i casi davvero seri.

Se il servizio Autostrade fosse più chiara pianificherei al meglio il mio viaggio. Ma capisco che se fosse troppo chiaro tutti percorrerebbero le stesse strade creando grandi ingorghi.

Non dico poi di tutti i servigi che rende al paese una burocrazia farraginosa e irritante.

Quello che spesso noi chiamiamo malfunzionamento è solo l’allocazione di costi naturali per avere un sistema efficiente.

La morale: se qualcosa non funziona bene pensaci due volte prima di “migliorarla”. Probabilmente non la capisci fino in fondo.

questa pessima normativa sopravviva nello scenario politico perché è protetta dal naturale progresso dell’opulenza. La medicina evolve continuamente su tutti i fronti e sul mercato giungono continuamente farmaci nuovi ed efficaci, sebbene con ritardo. Il tasso di mortalità diminuisce al ritmo dell’1% all’anno, in linea con la tendenza degli ultimi cento anni. Allargando la prospettiva, qualche migliaio di decessi in più ogni anno non fa la differenza. Ma c’è un altro aspetto, forse più importante: i decessi di cui parlo sono il risultato di un’ipotesi controfattuale, ossia non sono direttamente attribuibili a un fallimento regolatorio. Immaginate che cosa succederebbe se un pericoloso veleno venisse lanciato sul mercato come nuovo farmaco e causasse la morte di migliaia di persone: sarebbe un grande scandalo. Questi decessi sarebbero collegati direttamente al processo regolatorio, che non riuscirebbe a sopravvivere sul piano politico. Ma le vere vittime di questa normativa non hanno ingoiato una pillola velenosa approvata per sbaglio da un’agenzia governativa, semplicemente non hanno fatto in tempo a ingoiarne una efficace
