PERCHE' IL VINO SI'?
Non vinceremo mai la lotta per liberalizzare le droghe. Mai.
Il problema sono i nostri compagni di strada, gente che non spende una parola su quanto le droghe siano pericolose, minacciose, terribili e in grado di rovinare la vita di un giovane. Che non lo facciano è comprensibile poiché - non essendo liberali - il loro primo istinto di fronte a pratiche "pericolose, minacciose, rovinose e terribili" sarebbe quello di proibire.
La droga non puo' essere liberalizzata senza una cultura negativa della droga, e questi "compagni di strada" fanno di tutto per ostacolarne la promozione.
Continuano invece a ripetere che combatteremo le mafie. In parte vero, ma è più probabile che le mafie investiranno in attività legali (come già fanno), oppure che rispondano abbassando i prezzi e proponendo sostanze più forti e letali. Il legame tra crimine e mafia non è solo di interessi ma anche psicologico: il criminale e il drogato sono tipi affini, entrambi sempre in cerca di gratificazioni immediate. Fatevi un giro nei legalissimi postriboli di Lugano e delibate l'umanità in circolo per quei corridoi. In prevalenza brutti ceffi, gente che venderebbe la mamma per un fiorino, gente a cui importa molto relativamente se quei posti siano o meno "legali",
Continuano poi a ripetere che i drogati non aumenteranno. Falso, senza un robusto stigma sociale su queste pratiche i drogati aumenteranno. Persino nel tanto esaltato Portogallo ad ogni piccolo segno di crisi economica i drogati esplodono. Ma "loro" si ritraggono alla parola "stigma", lo associano d'istinto allo stereotipo discriminatorio! Ah, con questa gente non si fa molta strada sulla via della libertà.
No. L'unico argomento robusto per liberalizzare è quello del vino: perché il vino sì e il resto no? Ecco, questo argomento è buono. E' buono perché la risposta illumina: del vino abbiamo una cultura (plurisecolare), della droga no.

PSEUDOADDISCTION

Avevo torto, le parole contano. Un tempo pensavo fossero mere formalità a cui non dedicare troppa attenzione.
Prendetene una, inserite il prefisso "pseudo" e potrete innescare una guerra culturale (non si sa bene su cosa).
È appena successo negli USA dove Big Pharma ha opposto al concetto di "dipendenza" da oppiacei quello di pseudo dipendenza.
La differenza concettuale è abbastanza oscura ma quella pratica no: se un paziente ha sviluppato una "dipendenza" da oppiacei il medico, anche dietro richiesta insistente, non dovrebbe aumentare le dosi prescritte. Se invece la sua è una "pseudo-dipendenza", allora può.
La cosa si fa seria nella terapia del dolore: se un paziente si lamenta perché la morfina ricevuta non è più sufficiente a lenire la sua sofferenza, lo fa perchè   ha sviluppato una dipendenza o una pseudo dipendenza? A seconda della risposta il medico si regolerà.
Insomma, Big Pharma ha notato che le prescrizioni gli oppiacei erano troppo prudenti (i pazienti soffrivano troppo),  così ha reagito inventando una parola  e risolto il (suo) problema. Il fatto è che probabilmente nel merito ha ragione. Naturalmente, i guerrieri in servizio permanente effettivo contro Big Pharma si sono rivoltati ed è partito così un conflitto sui giornali e in TV, ma non si sa bene su cosa.

COSA SIGNIFICA “AVERE UNA DIPENDENZA”?

Da profano direi che tutti noi siamo dipendenti da cio’ che ci piace.

Più amo fare qualcosa, più desidero farla ancora. Alcune cose, per esempio, mi piacciono ma alla lunga mi stufano, cosicché smetto di farle. Mi piace ascoltare una sinfonia di Beethoven ma alla lunga mi annoio, ascoltarne tre di fila rasenta il supplizio. Interpreto la cosa pensando che queste pratiche, per quanto deliziose, non sono in grado di prolungare il godimento che procurano. Altre lo sono.

Naturalmente l’attaccamento a cio’ che è in grado di prolungare la soddisfazione puo’ sortire effetti collaterali negativi: se uno non va al lavoro per sentire Beethoven sullo stereo la cosa avrà conseguenze. In questo caso possiamo dire che abbiamo una "dipendenza" da Beethoven?

Questo semplice schema si puo’ applicare bene anche nel caso dell’alcol, delle droghe, del fumo, del gioco… Eppure in questi - come in altri definiti “patologici” - mi si chiede di rinunciare allo schema base per adottare quello tipico delle “dipendenze”. Perché? C’è un valido motivo per cui dovrei farlo? Perché non posso semplicemente dire che fumare o drogarsi procura più piacere rispetto all’ascolto di Beethoven? Perché non ridurre la faccenda ad una mera quantità del godimento procurato? Oppure la presenza di inconvenienti muta la natura del fenomeno? Se fosse così ogni soggetto costituirebbe un caso a sé, il che mi sembra che non sia. Boh.

Non mi fido troppo degli psicologi ma sono disposto a sentire le loro.

The Price of Cold Turkey

Contingency management (CM) is a strategy used in alcohol and other drug (AOD) abuse treatment to encourage positive behavior change (e.g., abstinence) in patients by providing reinforcing consequences when patients meet treatment goals and by withholding those consequences or providing punitive measures when patients engage in the undesired behavior (e.g., drinking). For example, positive consequences for abstinence may include receipt of vouchers that are exchangeable for retail goods, whereas negative consequences for drinking may include withholding of vouchers or an unfavorable report to a parole officer.

I wish they chose a more transparent name, but the results of this well-developed literature are striking even to me. There have been lots of good experiments where addicts are randomly assigned to either the experimental group, where they getconditional rewards for abstinence, and a control group, where they get unconditionalrewards. Paying people to ditch their favorite vice is amazingly effective

Economists have done a number of studies showing that the demand for drugs usually considered highly addictive is still fairly elastic. The CM literature goes a bit further: Instead of estimating elasticity, it estimates the total consumer's surplus of the marginal addict, by seeing how much you have to pay people to reduce their consumption to zero.

As might be expected, psychiatrists look at these results and see only another tool for "helping" people who probably don't want to be helped in the first place. In contrast, I look at these results and see further evidence that addiction is not a "disease," but a free choice.

SAGGIO Non poi così cattivi...

Perché i criminali non sono così cattivi come sembrano?
Perché la prigione non è un buon modo per punirli?
Che gusti ha un criminale?
Che doti deve possedere?
Perché legalizzare droghe, gioco e prostituzione non fa perdere a questi ambienti un’aria losca?
Personalmente, le risposte più convincenti le ho trovate in un libro prezioso di Diego GambettaCodes of the Underworld: How Criminals Communicate.
Si parte con una premessa: nel mondo del crimine l’informazione è tutto.
Per noi l’informazione è importante, ma per loro di più, molto di più, per questo è uno spettacolo vedere come la sanno estrarre e trasferire nei modi più creativi. Talmente uno spettacolo che ci si fanno su interi film: i delinquenti siano dei virtuosi nell’arte dell’ allusione (al cinema rende molto). I mafiosi poi sono maestri incontrastati nel “dire e non dire”, dei veri logoteti.
Il fatto è che i criminali hanno un problema fondamentale: auto-identificarsi.
Tanto per dire, il mondo è pieno di bancari e di rapinatori di banche desiderosi di fare il colpaccio della vita. Senonché, risulta per loro estremamente difficile prendere contatto.
Identificare un complice è il problema più grosso per chi vuole intraprendere l’onorata carriera del delinquente. E dico “identificare”, non parlo di testare l’affidabilità o la capacità.
Chiedete ad un costruttore edile qualsiasi: quanto volentieri allungherebbe la sua bustarella se solo sapesse a chi!
Pensate poi alle difficoltà materiali a reperire un buon killer. Quante vite salvate dal fatto che le pagine gialle non collaborino.
Recentemente, la mafia siciliana è entrata in possesso di otto barre di uranio dal ragguardevole valore. Ma dove trovare un mercato nero su cui piazzarle? Il problema ha messo a dura prova per mesi le migliori teste della cupola. Figuriamoci se la fortuna capitasse a sfigati come noi.
Problemi del genere sono esacerbati dal fatto che i gruppi criminali sembrano estremamente precari e proteiformi: quella gente si muove, si sposta, sparisce, muore, si vende, cambia aspetto e abitudini… il tutto ad una velocità spaventosa. Ogni volta bisogna ricominciare da capo. I criminali sono violenti, competitivi e avidi: chi sta sulla piazza dura poco, l’avvicendamento è continuo.
Rendere ulteriormente difficile questo processo è l’arma più potente in mano alla polizia. Si combina poco senza pentiti ed infiltrati. L’idea dell’investigatore che pensa in poltrona avvolto da una nuvola di fumo è una finzione.
Al criminale accorto si raccomanda di mantenere un basso profilo, di mimare la vita del cittadino medio. Purché non esageri ingannando anche i suoi simili, rimarrebbe disoccupato a lungo.
La mimesi con segnalazione sofisticata è tanto più raccomandata quanto più l’ordine della legge è garantito. L’informazione diventa un problema secondario laddove il malaffare è diffuso. Ai bei tempi della Russia post-muro, tanto per dire, le tariffe della corruzione erano riportate dai giornali.
Chiedere ai protagonisti come individuano l’alleato non è molto fruttuoso, si ottengono risposte vaghe: “vibrazioni positive”, “naso sopraffino” e “scelta di pancia”, questi sono i criteri. In realtà, non si procede mai a casaccio affidandosi alla bacchetta del rabdomante.
Si puo’ puntare su elementi come l’ abbigliamento o il linguaggio, ma è tutta roba che un buon “infiltrato” della polizia imita senza difficoltà. Una volta c’erano i tatuaggi, oggi inutilizzabili.
Farsi vedere in luoghi poco frequentati dalla gente onesta ha un certo calore. Girare di notte (quando la gente onesta dorme) o in pieno giorno (quando la gente onesta lavora), contribuisce alla lenta costruzione di una fama.
Il criminale ama il rischio, e di conseguenza ama gironzolare intorno alle agenzie ippiche e alle altre sale da gioco. Scommesse e criminalità vanno spesso a braccetto.
Al criminale non piace attendere, vuole tutto e subito, predilige i piaceri immediati, è poco paziente. Anche per questo è sempre attiguo ai luoghi della prostituzione e della droga, i tipici mercati con molta offerta per gente del genere.
Prostituzione, droga, scommesse e criminalità spesso vanno a braccetto. E questo a prescindere dalla legalità di quei mercati.
Anche abitare in quartieri malfamati è funzionale ad entrare nel giro. Se poi la residenza è stabile da più generazioni siamo a cavallo.
Si tratta comunque di strategie buone fino a un certo punto: qualsiasi infiltrato potrebbe replicarle senza molta difficoltà.
C’è allora il “dimmi con chi vai e ti dirò chi sei”. Le conoscenze giuste fanno tanto. Accompagnarsi ad un noto criminale è un biglietto da visita di prim’ordine.
Ma spesso solo essere stato in prigione risolve al meglio tutti questi problemi.
La prigione è di per sé un segnale affidabile circa le tue inclinazioni. Quando sei dentro impari molte tecniche che ignoravi ma soprattutto conosci le persone giuste e ti fai conoscere nell’ambiente.
Non puoi, per esempio, entrare nella mafia russa senza aver fatto almeno due anni di carcere. Se poi sei stato ospite di un carcere di massima sicurezza la tua carriera è segnata (in positivo).
Più il carcere è duro più la recidiva è alta. Qualcuno si sorprende dopo quanto detto?
Paradossalmente, più il sistema giudiziario funziona bene, più contribuisce a migliorare la qualità del segnale. Non c’è rischio di sbagliarsi puntando su un povero innocente poco interessato agli “affari”.
Per alcuni la prigione è uno stigma ma per i più è un badge.
Le organizzazioni che favoriscono il reinserimento degli ex carcerati favoriscono anche il loro rientro nel circuito del crimine. Lo fanno garantendo sul loro status di ex carcerati doc.
Non voglio dire che il carcere non funzioni mai. Negli USA ha funzionato. Ma non come punizione bensì come esilio. Con le carcerazioni di massa la gran parte dei soggetti pericolosi stavano dentro, e quindi fuori dalla circolazione. Il crimine è calato di molto. In questo senso la carcerazione diventa una politica eugenetica.

In ogni caso, il modo migliore per segnalare la propria volontà criminale è commettere un crimine dimostrativo, magari crudele. Un infiltrato dalla polizia non potrebbe mai permetterselo, si ferma prima.
La mafia siciliana in passato richiedeva l’omicidio (di solito mirato) per l’affiliazione. La rete dei pedofili richiede un numero minimo di foto originali. La rete dello spaccio richiede almeno un buco. Anche la fratellanza ariana chiede l’omicidio (random!). I casi più estremi si registrano presso certe gang colombiane (omicidio di amici e parenti).
I criminali sono crudeli non perchè siano crudeli ma per problemi legati al sistema informativo che utilizzano. Devono costruirsi una fama in assenza del supporto dei canali tradizionali. Devono comunicare in modo inequivocabile, devono tagliarsi i ponti alle spalle ma soprattutto devono farlo sapere agli altri.
In una banda il ruolo più delicato è quello dell’addetto al reclutamento, di solito se ne occupa il capo. Spesso è il principale compito del capo. Il reclutamento della mafia siciliana era una procedura bizantina continuamente riformata. Chi sbagliava nel reclutamento ci lasciava le penne, come Lefty con Donnie Brasco.
Espongo brevemente un dilemma tipico dei reclutatori. Uno che osserva dall’esterno la fa facile: basta mettere alla prova il candidato (magari chiedendogli un reato dimostrativo particolarmente crudele), se l’esame non è superato ci sarà una punizione. Ma l’infiltrato messo alle strette potrebbe commettere il reato pur di non rischiare la pelle. In questo caso la prova non offrirebbe alcuna informazione. Bisogna quindi essere abili nel soppesare prove e punizioni, solo conoscendo questa arte si estraggono informazioni significative. 
Altro dilemma. L’ infiltrato deve scegliere se accreditarsi commettendo certi crimini pur di sventarne altri, se uccidere (dimostrando la propria fedeltà) pur di evitare una strage. Il reclutatore di una banda con progetti particolarmente devastanti dovrebbe allora proporre prove estremamente onerose, ma prove del genere sono un costo anche per l’organizzazione (anni di carcere). Che fare?
Un infiltrato di lusso come l’agente Joe Pistone (alias Donnie Brasco) nella sua autobiografia rivela molti segreti su come la mafia lo ha testato minuziosamente in un’altalena di strategie miste tra crudeltà e comicità. Superò tutto con grande abilità riuscendo a sgominare la famiglia Bonanno. Da allora la mafia tornò al reclutamento con omicidio dimostrativo.
