Povertà e stagnazione: la storia omessa.

Viviamo tempi grami, la crisi del 2008 ha spazzato via i facili ottimismi e a molti non sembra vero di poter parlare di “povertà”.
Il termine però è piuttosto ambiguo, cosicché di fronte ai ripetuti allarmi vale la pena di fare qualche sommessa considerazione, magari prendendo spunto dal lavoro di Donald Boudreaux e Mark Perry (“The Myth of a Stagnant Middle Class”).
Le preoccupazioni di tutti si riflettono bene nelle parole di Robert Reich
… "After three decades of flat wages during which almost all the gains of growth have gone to the very top,"… "the middle class no longer has the buying power to keep the economy going."…
L’arricchimento si è concentrato in poche mani, per tutti gli altri nessun miglioramento da almeno tre decenni.
Nella recriminazione c’è un fondo di verità che non puo’ essere negato…

Il reddito reale dei più è stagnante.
Ma per molti giornali qui finisce la storia degna di essere raccontata. Si tratta però di una storia come minimo amputata e con parecchi problemi logici.
Il primo riguarda l’aggiustamento all’inflazione
… the CPI overestimates inflation by underestimating the value of improvements in product quality and variety…
Una volta che lo si compie si crede di aver risolto una volta per tutte il problema dei confronti inter temporali. Ma qui come altrove la macchina del tempo non esiste: l’innovazione tecnologica manda all’aria questo sogno da statistici di serie B.
Aggiustando con l’inflazione non si riesce ad equiparare i prodotti di epoche diverse. Esempio:

L’innovazione ha migliorato la qualità e ampliato le scelte, questo genere di arricchimento sfugge a chi si fissa solo sul reddito.
C’è poi un altro fatto: se i salari stagnano ma lavora più gente, il monte salari non stagna affatto.
Ebbene, donne e immigrati sono delle new entry nella forza lavoro, questo fatto epocale non puo’ essere trascurato…

Conclusione

Un salario reale puo’ stagnare mentre la condizione di chi lo percepisce migliora. Non c’è nulla di strano in questo.
Per sentenziare sulle nuove povertà, allora, forse occorre rifarsi ad altri indicatori più affidabili del nostro benessere reale.

Vivere di più è un arricchimento. Probabilmente il più prezioso di tutti in termini materiali.
Bè, oggi viviamo in media 5 anni in più rispetto al 1980 e 10 rispetto al 1950.
Anche le diseguaglianze sono diminuite se misurate con questo indicatore sostanziale…

Altri indicatori sostanziali quando si parla di povertà: la quota di stipendio spesa per l’alimentazione di base

A quanto pare, almeno su questo punto, oggi siamo molto più ricchi anche se il reddito di molti non aumenta affatto.
Il fatto è che lo stesso si puo’ dire per altri “basics” (es. il vestiario): meno spesa, più qualità…

Classe media (nel mondo)

Sei a cena con amici e il discorso cade sulle nuove diseguaglianze. La classe media fatica e i commensali si lamentano per come va il mondo. Come reagire? Un ottimista come te non puo' accettare questo mood della discussione, deve intervenire al più presto per invertire la rotta.

Consiglio. Mettere in chiaro tre punti:

1) Concentrarsi sul mondo anziché sul proprio orticello. Guarda l' andamento dei redditi reali. C' è qualcuno che stagna? Sì, giusto l' ottantesimo percentile, giusto una parte della classe media dell' occidente. Insomma, una goccia del mare. Un mare con onde impetuose che potremmo interpretare come le classi medie dei paesi emergenti.

2) Concentrarsi sui consumi piuttosto che sul reddito. Il tenore d vita di una persona è dato dai consumi, non dal reddito. Che te ne fai di una ricchezza che non utilizzi per i tuoi bisogni? Ci fai dentro il bagno, come zio Paperone? Non scherziamo. Eppure si continua a parlare di diseguaglianze riferendosi ai redditi, forse perché questo fa comodo agli allarmisti. In termini di consumi i divari si restringono, specie quelli sostanziali. Intanto la percentuale di reddito che la classe media tanto in sofferenza spende per cibo e abbigliamento è calata notevolmente.

3) Concentrarsi su quello che gli economisti chiamano qualità dei consumi per evitare il CPI bias. La spesa per un telefono cellulare è rimasta la stessa ma vuoi mettere lo sbalzo nella qualità dei telefoni a nostra disposizione rispetto a 25 anni fa? Eppure questo enorme miglioramento non è registrato da chi indulge nel CPI bias continuando a dire che la realtà fattuale della classe media è stagnante.

Ora che avete indossato le lenti rosa non va un po' meglio?

I lavori malpagati ci sono sempre stati ma un tempo erano svolti da persone nonistruite oggi sono svolti da persone che hanno un' istruzione inadeguata al tempo mederno ma hanno in ogni caso un' elevata istruzione che consente di propagandare la loro condizione scomoda.
