In genere il populismo è auto-distruttivo, ci pensano le sue sciagurate politiche a fare il lavoro sporco: protezionismo, assistenzialismo, indebitamento a oltranza, guerra al lavoro e ai capitali finanziari non possono che sfociare in isolamento e stagnazione. Ben presto il populista sarà costretto a scappare in elicottero dal tetto della Casa Rosada circondata dagli stessi forconi che un attimo prima inneggiavano a lui.

Per un paese i guai seri cominciano quando il populista ne imbrocca una e allunga così la sua permanenza al potere. Bisogna evitare che politiche del genere siano a sua disposizione. Ma quali sono?

Qui penso alla politica monetaria. Non vi sembra che quella della BCE sia eccessivamente restrittiva e i populisti potrebbero aver ragione?

Supponiamo che nei prossimi anni i populisti europei vadano al potere vincendo le prossime elezioni. In tal caso, ci sarà quasi certamente un cambiamento nel mandato della BCE nel senso di strategie più espansive. Una misura del genere – ne basterà l’annuncio - avrà probabilmente successo, una certa crescita si concretizzerà e nelle menti degli elettori questo tenderà a confermare che i tecnocrati erano in errore su tutto e che i populisti hanno ragione riguardo all’economia nel suo complesso. Ergo: l'élite europea sta giocando col fuoco insistendo su una moneta forte.

Nel 1933, un rilassamento nell'emissione di moneta rese relativamente facile a Hitler generare quella rapida crescita economica che lo stabilizzò al potere. Negli Stati Uniti, il paragone non sia irriverente, Franklin Delano Roosvelt diventò molto popolare durante la metà degli anni '30, anche se la maggior parte delle sue ricette erano decisamente distruttive. Nei suoi mandati si ebbe infatti l’accortezza di rilassare la moneta e questo compensò gli innumerevoli errori.

Conclusione: libero mercato e politica monetaria hanno un cattivo rapporto, su questo la storia è chiara, ma va aggiunto che si tratta di un rapporto asimmetrico: quando i guai derivano da un errore in eccesso (iperinflazione) le colpe vanno giustamente al sistema politico, quando invece si sbaglia per difetto (recessione) le colpe chissà perché vanno al sistema economico. Non so spiegarmelo ma è così, vediamo di tenerne conto.

Scorrendo la bacheca di amici scopro che “credere nella crescita economica infinita è da pazzi”.

Quando ci si spinge nella dimensione dell’infinito fare pronostici è difficile, anche se non tutti meritano di essere bollati come “pazzie”. Ma il punto qui sembra un altro, tanto è vero che poi viene detto: “il PIL non puo’ crescere all’infinito perché… la Terra è finita”.

Siccome conosco i miei polli, probabilmente chi parla così ha in mente tesi riciclate da quelle del Club di Roma aggiornate con le tematiche del global warming (che noia), qui però mi interessa altro, ovvero: puo’ un’economia capitalistica crescere all’infinito data la natura finita dei beni e della materia in generale?

In linea teorica mi sembra di sì: il PIL in fondo esprime un valore; ovvero, è proxy di una grandezza mentale, e noi possiamo pensare valori sempre più alti che tendano all’infinito. Se un certo bene per me oggi vale 100 e domani 1000 il PIL del sistema in cui sono inserito aumenta di conseguenza senza che venga spostato un atomo sul pianeta (forse giusto qualche mia cellula neuronale, il che ma mi sembra irrilevante). Il fatto quindi che la materia sia finita non inficia la crescita infinita dell'economia.

Il caso più classico è quello della pubblicità: un mero atto informativo immateriale che innalza il valore di un bene senza alterarlo fisicamente. Una borsa abbastanza banale di Dolce&Gabbana raddoppia di valore se pubblicizzata con il loro marchio! Gli ambientalisti dovrebbero essere dei fan della pubblicità: creazione di valore ad impatto ambientale nullo.

Vi ricordate l’ondata di libri sulla casta? Del non averne mai letto uno e del non essermi mai indignato ho sempre fatto un vanto. Mi dicevo: so già tutto. A rendermi edotto non era l’informazione ma la logica: in una democrazia non puo’ che funzionare così, le minoranze organizzate sfruttano le maggioranze indaffarate. Io, che sono un figo, avevo letto Anthony Downs e James Buchanan, cosicché quella paccottiglia editoriale potevo scansarla.

Oggi, a distanza di anni, sfoglio uno di quei libri per sbaglio e il mio vanto svanisce per sempre: indignazione e voglia di documentarmi hanno il sopravvento di fronte al caso osceno dei GIUDICI COSTITUZIONALI, con le perplessità che aumentano di fronte ai tentativi maldestri di difesa dei privilegi.

Il “trombone” di Gustavo Zagrebelski, come al solito, si distingue nell’arrampicata sui vetri con uno scritto carico di pomposa retorica e privo di proposte concrete.

“… la Corte costituzionale è l’estremo baluardo della democrazia…” (bla bla bla), “… è necessario assicurare l’indipendenza dei giudici…” (vogliamo fare un confronto con le altre democrazie europee?), “… gli stipendi alti servono per attrarre l’eccellenza…” (vedi sopra), “I giudici costituzionali italiani lavorano molto” (vogliamo contare le ore?), “il costo della vita è più alto in Italia…” (non perdiamo neanche tempo), “… al netto delle tasse i giudici italiani guadagnano come quelli americani…” (semplicemente falso).

Molto più onesto dire: “questo è lo status quo, c’è andata bene e che gli altri si adeguino, al limite ci provino anche loro a portare a casa qualcosa…”.

Quello che più irrita è poi l’appello all’eguaglianza. Ma come si puo' invocare l'uguaglianza tra cittadini con uno stipendio fisso di 432.000 euro annui (più gli innumerevoli benefit)? Per non parlare della liquidazione (oltre 600.000 euro netti) e della pensione (12.436 euro netti al mese). Praticamente più del doppio dell'omologo francese, esattamente il doppio di quello statunitense e circa due terzi più del collega britannico...

Io sono un “élitista” ma devo dire che a volte l’élite italica i “vaffanculo” se li è andati a cercare con il lanternino.

Ma date tutti i soldi a me, e vedrete l' "indotto" mostruoso che vi creo. Io c'ho qui un "moltiplicatore" che i finanziamenti alla cultura se lo scordano.

Leggevo che da noi il cinema si becca dalla politica un sussidio di circa 200 milioni di euro. Sono soldi che per lo più vanno a produttori, registi e attori. In Francia e GB è anche superiore, d'accordo.

Ma da noi l’industria del settore è molto più piccola, di conseguenza in Italia, per ogni euro di investimento in produzioni cinematografiche, oltre 50 centesimi vengono dallo stato; in Francia e Gran Bretagna, circa 30 centesimi.

Si tratta di un contributo straordinario, siamo quasi al livello di ippica e lirica. Probabilmente è il cinema più sussidiato al mondo.

Io sinceramente non capisco bene il motivo di questa condizione, il mondo del cinema in fondo sposta pochi voti. Forse perché i cinematografari sono tutti concentrati a roma. Forse al ministro di turno piace solcare il red carpet sapendo di essere il dominus, oppure sogna di essere il fulcro di una grande riscossa culturale del paese. Forse il cinema deve la sua fortuna alla loquacità di chi lo incarna, i monumenti italiani, noti in tutto il mondo e che si stanno sbriciolando, invece non parlano. Un'ipotesi più plausibile è che la gente, politici compresi, non ha tempo di occuparsi della faccenda e i beneficiati cavalcano questa inerzia guardandosi bene dal sollevare la questione. Io stesso me ne occupo qui ma sento di aver speso già troppe energie, mi sono già stufato dell'argomento e non vedo l'ora di passare ad altro.

Comunque sia non è vero che con la cultura sussidiata non si mangia, si mangia eccome, in genere mangiano i ricchi facendosi fare la spesa dai poveri (IRAP e IVA sono le fonti di finanziamento del cinema), con lo stato nei panni che più gli si attagliano, quelli del Robin Hood alla rovescia.

Più di una volta la pseudoscienza ha sfidato la scienza, a volte persino riportando un successo finale.

In treno leggevo di una singolare sfida scientifica cominciata i all'inizio del XX secolo circa la datazione della prima presenza umana nelle americhe: mentre la scienza ufficiale non era disposta a spingersi oltre qualche migliaio di anni, i dilettanti della domenica (sprezzantemente definiti "cacciatori di reperti") parlavano addirittura di "pleistocene".

In seguito la scienza ufficiale si arrese al verdetto degli amatori, i quali vinsero la "guerra" dopo aver perso tutte le battaglie! In altri termini: praticamente tutte le loro affermazioni specifiche che riguardavano i singoli ritrovamenti si rivelarono false ma la loro tesi centrale si rivelò vera.

La saggistica ci propone da anni libri sui “bias cognitivi”, l’argomento è stato sviscerato in lungo e in largo, eppure manca ancora all’appello un bias in cui mi imbatto regolarmente, lo definirei “appello al bias”. Mi spiego meglio con tre esempi (che vanno presi come esempi!!!, non discussi nel merito).

1) Se dico che la pena di morte è sbagliata c’è sempre chi risponde: “vorrei vedere se uccidessero tuo figlio cosa augureresti agli assassini…”. O qualcosa del genere.

2) Se difendo il diritto a migrare c’è sempre chi risponde: “vorrei vedere se un immigrato ti portasse via il lavoro…”. O qualcosa del genere.

3) Se dico che l’aborto è un crimine c’è è sempre chi risponde: “tu non puoi parlare perché non sei donna…”. O qualcosa del genere.

Insomma, chi afferma qualcosa viene poi rimproverato perché non si trova in una condizione vulnerabile a bias cognitivi. Non è paradossale?

Colui a cui hanno appena ucciso un figlio non è certo nelle condizioni ideali per riflettere serenamente sul problema della pena di morte.

Colui che subisce la concorrenza di un immigrato non ha la distanza giusta per inquadrare il problema dell’immigrazione in generale.

Le donne sotto pressione perché attendono un figlio indesiderato non sono certo i soggetti più affidabili da sentire in tema di aborto.

Eccetera.

Ora, io capirei se il rinvio a chi è più esposto ai bias cognitivi venisse fatto per giustificare i giudizi distorti di questi soggetti, invece, paradossalmente, viene fatto per “dimostrare” che tu, al riparo da quella condizione problematica, ti stai sbagliando!!

I NEO-MATHUSIANI

Ho passato la mia vita di lettore a gongolare per l’epocale sconfitta di Malthus, ma con i neo-malthusiani la storia cambia, occorre ricominciare da capo. Sfogliavo in treno alcuni di questi autori (non faccio nomi), sono piuttosto sgradevoli nel loro cinismo ma l'impianto di fondo tiene, soprattutto quando criticano il welfare state moderno.

Tanto per schematizzare il pensiero neo-malthusiano, ammettiamo che la popolazione possa essere distinta in due macro categorie: “imbranati” e “brillanti”, con questi ultimi più adatti nel procacciare risorse per sé e per la loro prole.

Ora, stando alla logica evoluzionista esistono due strategie riproduttive: massimizzare i figli (S1) e massimizzare i nipoti (S2). In S1 dirigiamo il grosso delle nostre energie nel fare figli (… come conigli), in S2 nel loro mantenimento affinché possano a loro volta fare figli. Tutti fanno entrambe le cose, sia chiaro, ma c’è chi punta più sulla prima fase e chi più sulla seconda. E’ chiaro che farai meno figli se poi devi impegnarti nel mantenerli come si deve, è altrettanto chiaro che ne farai molti se più o meno consapevolmente hai già deciso di trascurarli e lasciarli al loro destino.

Guardiamo per un attimo agli individui: chi opterà per S1? Gli “imbranati”, mi sembra logico: sarebbe uno spreco investire troppo sui loro punti deboli. E chi opterà invece su S2? I “brillanti”, mi sembra logico: è oculato investire sui loro punti di forza.

Guardiamo ora all’ambiente in cui sono immersi gli individui: quando si opterà per S1? Nei periodi di abbondanza, mi sembra logico: inutile investire troppo nel procacciarsi risorse facilmente accessibili a tutti. E quando si opterà per S2? In tempi di vacche magre: inutile fare tanti figli se sai già che non sopravvivranno.

Ora capite perché i neo-malthusiani criticano tanto il welfare state? La cosa non potrebbe essere più chiara: il welfare crea abbondanza per gli “imbranati”, S1 diventa la strategia vincente e ben presto gli “imbranati” avranno il sopravvento, ma una comunità di "imbranati" è destinata al declino. I dati sembrano confermare: con l’avvento del welfare moderno la parte “peggiore” della popolazione fa più figli.

Un effetto dell’iper-meritocrazia sono i matrimoni assortiti e la conseguente iper-diseguaglianza.
Un tempo il matrimonio era una centrifuga che mischiava cio’ che stava sopra con cio’ che stava sotto (il principe e Cenerentola), oggi i migliori si sposano con i migliori e i peggiori con i peggiori.
La globalizzazione rinforza questa tendenza: la ragazza del tuo paese più adatta a te perderà il suo primato se allarghiamo la scelta all’intera città. Man mano che la popolazione diventa più concentrata e migliorano trasporti e comunicazioni, l’assortimento delle coppie sarà sempre più calibrato: la diseguaglianza esplode.

Ci sono problemi pratici ma sembrerebbe faccia bene ai bambini.

L’ evidenza più curiosa deriva da uno studio indiano. Dopo l’indipendenza tutto il paese passò sotto lo stesso fuso orario con una qualità del sonno infantile che si ridusse in quella parte del paese ancora soleggiata “dopo carosello”. Il profitto scolastico ne risentì non poco.
