Asta NIMBY


Democrazia delle aste
  • Dove realizzare una discarica? Quattro candidati: A-B-C-D. Si fa un'asta in busta chiusa in cui perde il minor offerente, esempio A. La discarica si realizza in A e B-C-D- pagano ad A  il prezzo che ha richiesto in busta ripartendoselo pro quota in base alle offerte fatte dai vincenti (chi ha offerto di più per scampare con maggior sicurezza alla discarica pagherà di più).
  • Complicazione N.1: i luoghi e i paesi coinvolti restano quattro ma ad usufruire della discarica saranno molte più persone, l'intera cittadinanza.
  • Si stabilisce una penale (es. l' 1% del prezzo della discarica). Si istituisce l'asta di cui sopra. I vincenti pagheranno la penale al perdente ripartendosela come detto. Il resto del prezzo sarà pagato dall'intera popolazione in modo equo.
  • Complicazione n.2: Il problema grandi navi a Venezia
  • Si creano due liste (una pro e una contro, esempio: "lista commercianti" e "lista verdi") a cui i cittadini sono tenuti ad iscriversi (gli astenuti sono iscritti d'ufficio alla prima o alla seconda in virtù di un criterio  prescelto). Si elegge un rappresentante della lista. Al giorno X i due rappresentanti consegnano le buste sigillate al battitore d'asta: chi fa l'offerta più bassa perde. Il perdente viene risarcito secondo la sua offerta dal vincente. Le risorse passano dai cittadini della lista vincente a quelli della lista perdente.
