Plaintiffs who traveled to Arochukwa to face the oracle had to descend from the town into a gorge of the Cross River, where the oracle was housed in a tall cave, the front of which was lined with human skulls. The priests of the oracle, in league with the Aro slavers and merchants, would dispense the decision of the oracle. Often this involved people being “swallowed” by the oracle, which actually meant that once they had passed through the cave, they were led away down the Cross River and to the waiting ships of the Europeans. This process in which all laws and customs were distorted and broken to capture slaves and more slaves had devastating effects on political centralization, though in some places it did lead to the rise of powerful states whose main raison d’être was raiding and slaving.Read more at location 3910

Senso non comune. L'economia oltre i pregiudizi di Alberto Alesina

Il risanamento si può fare tagliando le spese o aumentando le entrate. Studiando i paesi OCSE degli ultimi 30 anni si riscontra che solo i primi sono permanenti specie se insistono su pensioni e spese xsonale pubblico. Un esempio preclaro è l' Irlanda che alla fine degli anni 80 taglia le spese. Da allora il paese è decollato. L'Italia invece mira tutto sull innalzamento delle entrate. Un altro esempio è la danimarca di fine 80. Tagliare è l'unico modo di risanare senza strozzare l'economia.

Gli usa spendono il5% del pil in pensioni. L italia il 15%. Nel 2035, con il pensionamento dei baby boomer, cominceranno anche per loro i problemi seri.

La Heritage Fondation e il Fraser Institute hanno quantificato la regolamentazione che ostacola l apertura di un negozio in un centinaio dinpaesi. L esito è che laddove le regole sono più leggere le differenze di prezzo da produttore a consumatore sono meno marcate. La regolamentazione diminuisce anche gli occupati nel settore. Liberalizzare gli orari di apertura sarebbe il minimo.

Ormai l'obbiettivo inflazione zero sta diventando quello di tutte le banche centrali. In Nuova Zelanda si pensa di legare lo stipendio del governatore al raggiungimento dell'obbiettivo.

Motivo del successo dell inflation targeting: fallimento politiche keynesiane. La moneta usata come politica anticiclica causa inflazione e destabilizzazione dei mercati finanziari.

L Italia ha un basso tasso di occupazione: solo 5 italiani in età lavorativa su 10 lavorano. Un record se nn ci fosse la Turchia.

C'è chi ritiene che l' Italia debba mutare le sue specialità competitive, es. Messori. Un linguaggio che ricorda la programmazione economica. Probabilmente l economista ha in mente una serie di incentivi ad hoc e di investimenti pubblici mirati. No. La competitività di un paese si persegue battendo altre vie. Primo, detassare il lavoro tutto, agire sulla spesa pensionistica dà spazio a qs riduzioni. Poi deregolamentare il mercato del lavoro per renderlo più flessibile.

Dati 1996, nord: 11 impiegati pubblici ogni 100 lavoratori. A sud sono 22, il doppio. Stime ci dicevano che il costo della vita a sud è del 20-25%in meno. I salari privati compensano ma quelli pubblici no. Combinando qs cifre si deduce che metà del monte salari pubblici è un sussidio. Anche perchè la qualità dei servizi pubblici a sud nn è superiore ma semmai inferiore. Sussidiare le ragioni più deboli nn è reato ma bisognerebbe farlo in modo trasparente e limitato nel tempo. Perchè qs distorsioni nostrane? Semplice, distribuire posti di lavoro è stato un modo per raccattare voti.

Il welfare italiano assorbe il 25% del PIL. Un problema comune ai maggiori paesi europei. Ma il  problema è la composizione, oltre al livello. È sbilanciatissimo in favore delle pensioni. Ai poveri si pensa a livello locale in una pletora di provvedimenti difformi. Il problema chiave è che il welfare italico nn arriva ai veri poveri. Quando si accenna a ridurre il peso di qs welfare distorto si leva un coro di protesta che teme la macelleria sociale, ma un mercato che crea lavoro e ricchezza è il miglior antidoto alla povertà. Bisogna aggiungere che ormai c è una solida lobby della spesa pubblica con a capo i sindacati.

Nel 1900 la spesa pubblica dei maggiori paesi europei era del 10%, negli anni 60 era del 30%, oggi tocchiamo il 50%. Ma c è stato un beneficio reale nell aumento della spesa del 20% negli ultimi 40 anni? Se confrontiamo l Europa con gli USA - che hanno mantenuto un settore pubblico a livello europeo anni 60 - ci accorgiamo che il miglioramento segnalato dagli indicatori sociale è flebile o inesistente. Vita attesa, mortalità infantile, istruzione primaria e secondaria. Il welfare è servito a limitare le diseguaglianze. Ma la diseguaglianza è controbilanciata da una crescita anemica dovuta a imposte elevate. Ma la crescita, se nn riduce le diseguaglianze, riduce però la povertà, cosa che il welfare, almeno in italia nn può fare. In italia, poi, tagliare il welfare nn minaccia i poveri poichè parliamo di un w ritagliato sui ceti medi. Le cure gratuite ai miliardari o l università garantita a tutti sono un esempio chiaro. Il sistema pensionistico è un altro esempio. Ma la classe media paga anche molte imposte creando il churning e le rendite di posizione tipiche. Una ricetta: abbandonare la concertazione con le lobby dei privilegiati.

L'unico modo per mantenere fede al patto di stabilità europeo senza strozzare l'economia con maggiori tasse consiste nel tagliare il welfare rendendo l'Europa più simile aglj USA.

Nel 1946 nel mondo c'erano 76 nazioni indipendenti. Nel 1996 erano 192, di più della metà con meno di 6 milioni di abitanti. 58 ne hanno meno di 2.5 milioni e 35 meno di mezzo milione. In questo arco temporale la globalizzazione è esplosa: l'economia si integra e la politica si frammenta. Globalizzazione e frammentazione politica caratterizzano la fine del XX secolo. La dimensione non sembra avere alcun effetto sul successo economico dei Paesi. Ci sono paesi piccoli cresciuti motissimo come Singapore o Taiwan e paesi grandi che stagnano come il Giappone. I disastri toccano sia paesi piccoli come Haiti che paesi enormi come la Nigeria. La dimensione conta solo per chi sceglie l'autarcia: un piccolo paese non potrebbe mai permettersela. In un'economia globalizzata, invece, non c'è alcun vantaggio ad essere un Paese grande, quindi, gruppi etnici e linguistici possono rendersinindipendenti senza forti ripercussioni. La globalizzazione è alla base di molte spinte secessioniste: repubbliche baltiche, Repubblica Ceca e Slovacchia, il Quebec... Conclusione: meglko tanti paesi piccoli che non grandi e turbati da mille conflitti etnici irrisolti: il Ruanda e la Jugoslavia devono costituire un monito. Domanda: il processo UE è quindi anti-storico? Qui bisogna intendersi su cosa significhi la UE. La vogliamo intendere come una profonda integrazione economica con una moneta unica oppure come un processo di unione politica? Ad ognk modo, il regionalismo continua a farsi sentire anche in molti laesk europei: baschi, catalani, scozzesi, valloni, bretoni, padani... Ciò significa che il primo scenario è sia il più probabile che il più auspicabile: massima indipendenza politica e massima integrazione dei mercati. In questo senso la traettoria europea non sarebbe antistorica, come lo sarebbe la formazione degli Stati Uniti d'Europa. Un'Europa unita "conterà di più"? Può darsi, anche se non è molto chiaro cosa questo voglia dire in pratica. Bisognerebbe avere una politica estera comune, purtroppo i disaccordi sono più profondi proprio lì.

Le istituzioni della UE sono state disegnate da governi di destra, la BCE, per esempio, aveva come missione quella di sorvegliare i prezzi. Ora i governi si lamentano perchè non favorirebbe la crescita. Ma non si può tassare le proprie imprese al 50% e poi lamentarsi che non si cresce. Nel 1960 la tassazione media nei paesi ora UE era del 28% oggi è del 46%. La cresita di allora era del 5.2, oggi dell' 1.8%.

Non ci sarebbe nulla di male nel rilassare l'austerity per consentire di abbassare le imposte. Purtroppo sappiamo fin troppo bene che invece si aumenteranno le spese.

Monti dice: spendiamo in infrastrutture! Attenzione, qualsiasi spesa corrente verrebbe fatta passare come "infrastruttura". Difficile scegliere quali infrastruttura beneficierà le generazioni future. Gli investimenti pubblici spiazzano i privati, anche grazie alle tasse necessarie per finanziarli.

Meglio tagiare le spese e le tasse sul lavoro. In Italianuno stipendio netto di 1 comporta un costo di 1.7. Nell'UE è di 1.4 e negli USA di 1.25.

Le politiche monetarie keynesiane cercavano la stabilizzazione dei disoccupati e ottennero la stagflazione degli anni 70.

I compiti di un governo UE. Non esiste una politica estera mentre il governo UE si occupa persino di politiche culturali. Assurdo. Perchè occuparsi di politiche umanitarie quando ogni governo può fare da sè? Bruxell ha solk due compiti legittimi: 1) preservare la libertà dei mercati e 2) politica estera.

Troppa Europa disorienta.

La UE nasce come unione dei mercati. L'obiettivo pacifista era dietro l'angolo. I problemi iniziano dopo il 1991 quando la Commissione scelse la via dell "coordinamento delle politiche comuni". Infatti, non c'è da coordinare granchè, basta lasciare liberi i mercati. La mania del coordinamento crea una burocrazi europea che si avgiunge anzichè eliminare quella nazionale. Un caso chiaro di questa mania è la sanzione inflitta all' Irlanda per la sua inflazione. Ma paesi diversi possono avere inflazioni diverse. Se la cosa crea problemi alla BCE sta alla BCE uscirne.

Paolo Savona vorrebbe più democrazia e meno tecnici in europa. Perchè le scelte sui tassi vengono prese da un nucleo ristrettomdi tecnici, per esempio? Ma la missione della BCE è la stabilità dei prezzi. Dove il divorzio tra politica e tecnici della moneta è stato celebrato, i risultati sono stati brillanti.

L' America spende molto anche grazie al surplus accumulato. Ora è chiaro a cosa serve evitare il deficit? Ora è chiaro a cosa serve il patto di stabilità?

Agricoltura e UE. Costituisce il 2% del PIL e assorbe il 45% delle spese e il mio 0% della legislatore. Il tutto in assenza di una politica estera.

Qual è la lezione della new economy? Non che ci si può arricchire con la finanza ma che investire nell'innovazione paga.

Cosa chiedere alle autorità monetarie? Di non fare errori comennel 1929, quando fecero mancare la liquidità. Ma è assurdo chiedere occupazione o lotta alla recessione.

Chi critica il FMI spesso assomiglia a chi criticamil medico che non guarisce un malato di polmonite che passamil suo tempo a rotolarsi nella neve. Inoltre, se il FMI aiuta tutti, nessuno farà nulla per tamponare i danni.Altri problemi del FMI: 1) governi corrotti 2 globalizzazione e flussi finanzieri enormi.

Lo speculatore. Non è lui il colpevole ma il paese che non sa tenere politiche in linea con gli impegni monetari presi. Chi critica la speculazione scambia causa ed effetti: i capitali volano via solo da un paese inaffidabile.

Chi accusa gli speculatori dice che agiscono svincolati dall'economia reale. Vero, ma spesso la critica è fatta a sproposito, e guardacasomproprio da quei politici che non sanno gestire l'economia che governano. Chissà come mai la speculazione minaccia Grecia e Italia e non invece la Germania o la Svezia. La liberalizzazione dei capitali non perdons il politico approssimativo, sono quindi una grande conquista del mondo moderno.

Robert Mundell: un'area monetaria ottimale può non corrispondere ai confini geografici. Molte monete spariranno con la globalizzazione. Vantaggi ad abbandonare la propria koneta: tassi bassi, meno inflazione,  più stabilità, più praticità, confronti più facili, meno speculazione. Costi: perdita della politica monetaria. Ma il principio della competizione vale anche qui: forse il numero ottimale delle monete non può essere stabilito a priori.

Argentina. Fellimento della classe dirigente. Dopo un periodo di impegno sociale era ricominciato il ciclo di deficit populismo e inflazione. Chi ha riscosso interessi elevati a fronte di investimenti rischiosi non merita di essere salvsto. L' Argentina deve fare da sola, e così anche i suoi creditori.

Sul castigo divino

Dai microfoni di Radio Maria, Padre Giovanni Cavalcoli ha affermato che i recenti terremoti siano un castigo divino. Questo almeno secondo il mainstream dei giornali, poi, per farsi un’idea, è bene sentire anche la campana di Giuliano Guzzo. Ad ogni modo, per non saper né leggere né scrivere, il Vaticano tacita il “provocatore” in nome dell’amore e della misericordia divina.
Lasciamo perdere la vicenda cronachistica, mi chiedo se il concetto di “castigo divino” abbia ancora diritto di cittadinanza nella teologia cattolica.
L’obiezione all’idea di castigo divino ha un certo peso: se i cattivi sono puniti con l’inferno (un male eterno) perché mai infierire punendoli anche sulla terra? Sarebbe come accoltellare un cadavere, un gesto insensato, e Dio non compie gesti insensati.
Ma qui compare una contro-obiezione altrettanto fondata: anche i buoni sono premiati con il paradiso (un bene eterno), perché allora rispondere alle loro suppliche mitigando il male che sopportano sulla terra? Eppure Dio a volte interviene miracolosamente in loro aiuto. 
Per districare la matassa meglio allargare gli orizzonti: il “castigo divino” è un male prodotto da Dio e quindi, per valutare se sia giustificato o meno, è bene ripassarsi la teodiceaQui c’è n’è una per me accettabile.
Riassumendo le tesi di cui al link, almeno nella parte che ci tocca: il male nel mondo si giustifica in quanto connesso alla libertà umana.
Da un lato la libertà di scelta puo’ indurci a comportamenti malvagi, dall’altro dal male puo’ venire il bene: dal terremoto possono nascere gesti coraggiosi, per esempio.
Tutto parte dal fatto che risulta terribilmente difficile per Dio giudicare l’uomo in vista della grazia  poiché si tratta di un essere “radicalmente libero” e quindi imprevedibile, al punto da limitare l’onniscienza divina. Occorre allora sottoporlo a dei test che comportano anche la presenza del male (per esempio dei terremoti). Vista la posta in palio, si ritiene che il gioco valga la candela.
Il “gioco” dei test di cui si parla, per il cattolico, è la nostra vita, mica robetta.
In questo senso il concetto di castigo divino non si connette bene con la teodicea: il male avrebbe infatti una funzione diversa dal “castigare” e l’obiezione di cui sopra al “castigo divino” mantiene pieno valore.
A questo punto resterebbe in piedi la contro-obiezione: la risposta divina alle preghiere petitorie non è che una pratica simmetrica al castigo divino, perché dovrebbe avere senso la prima se non ha senso il secondo?
Andiamo per gradi, vediamo dapprima il possibile senso della preghiera petitoria.
L’uomo a volte invoca Dio affinché mitighi la sua sofferenza, ma, si puo’ pensare, un Dio onnisciente ha già programmato il mondo in modo perfetto, una simile preghiera appare assurda e non degna di un essere razionale come l’uomo poiché comporta un intervento divino teso a turbare la perfezione del creato.
In realtà, abbiamo già visto come l’onniscienza divina sia limitata dall’imprevedibilità umana, ma se così è allora il mondo non è perfettamente calcolabile a priori, se così è l’intervento divino nella storia è giustificato anche dalla ragione.
In questo senso Dio puo’ accorgersi quanto una certa sofferenza specifica sia eccessiva e diminuire il male sulla terra attraverso un intervento miracoloso. Ecco perché la preghiera petitoria non sarebbe insensata.
A questo punto diventa cruciale segnalare l’asimmetria negli interventi divini, infatti: ha senso diminuire il male nella storia se si riscontra che ce n’è in eccesso ma – per un Dio d’amore – non ha mai senso diminuire il bene, poiché il bene non è mai in eccesso per definizione!
Ora, cos’è il castigo divino se non un intervento che diminuisce il bene di alcuni uomini sulla terra? In quanto tale ha poco senso poiché costoro, se colpevoli, sono già destinati all’inferno, ovvero al male eterno.

Peter Leeson ne suo saggio “Human Sacrifice” elabora e verifica una teoria del sacrificio umano come pratica razionale.
Ecco la tesi:
… I argue that human sacrifice is a technology for protecting property rights. It improves property protection by destroying part of sacrificing communities’ wealth, which depresses the expected payoff of plundering them… immolating a live person is nearly impossible to fake… it overcomes public good problem by presenting as a religious obligation…
Sarebbe quindi un modo per rendersi vittime meno appetibili in un ambiente altamente ostile.
E in effetti la pratica del sacrificio alligna laddove i conflitti sono frequenti.
… “here we find a warlike ferocious race, delighting in cruelty and devastation, we may be assured that they will have deities delighting in slaughter, and rites polluted with blood.”…
Si tratta di un’idea originale poiché di solito questa istituzione è citata a supporto dell’irrazionalità umana.
… human sacrifice in support of behavioralist doubts about the canonical rendition of “economic man”…
La teoria ci dice molto anche sulle origini della povertà volontaria, un fenomeno ben conosciuto anche da noi cattolici:
… My theory builds on Allen (2002) who introduced the idea that lowering an asset’s gross value might sometimes be a sensible way to improve its enforcement… If conflict’s cost is sufficiently high, it is cheaper for communities to protect their property rights by destroying part of their wealth
Il fenomeno non è sconosciuto nemmeno ai giorni nostri:
… it helps explain why some persons who live in unsafe neighborhoods drive cheaper cars than persons with similar incomes who live in safer ones…
Ma spiega anche altri fenomeni storici:
… why persons in ancient societies expended inordinate resources building monumental tombs, such as pyramids; and why these same persons buried their most valuable goods with the dead…
In alcune società la povertà volontaria sembra avere la medesima funzione postulata dalla teoria di Leeson:
… Zomia people of Southeast Asia who choose to live at near subsistence levels. Gypsies, who have traditionally prevented themselves from accumulating greater wealth by refusing even basic literacy, might exemplify such a group too.  So may the members of ascetic groups, such as monks, who take vows of poverty, or the Jewish Essenes, who, famously, lived in voluntary destitution for centuries… what distinguishes them from others may not be different preferences for material wealth…
Molti sacrifici umani restano comunque esclusi dall’analisi, penso agli Atzechi:
… The Aztec’s sacrificial victims were overwhelming one of two sorts: captured enemy soldiers and criminals. Here human sacrifice was little more than capital punishment…
Dobbiamo tenere conto del fatto che il sacrificio umano è un fenomeno altamente spettacolare e quindi genera un messaggio pubblico potente:
… human sacrifice is spectacular, communicating a sacrificing community’s wealth destruction far and wide…
Inoltre, è un atto che risulta difficile da falsificare:
… unlike burning a mound of crops, which can be manipulated to appear to destroy more wealth than is in fact destroyed, immolating a live human is nearly impossible to fake
La condizione essenziale che valida la teoria è che il sacrificio umano deve distruggere una quota cospicua di ricchezza comune:
… Purchasing innocent humans with valuable property, such as part of a community’s land or that land’s output, and then slaughtering them accomplishes this…
Inoltre, per comprensibili motivi, chi vende la vittima deve essere un outsider rispetto alla comunità che sacrifica:
… Sacrificed humans must be purchased from outsiders… only persons who lie outside the society the community inhabits will be willing to sell it victims for immolation…
Inoltre, la frequenza dei sacrifici deve correlarsi con l’abbondanza dei raccolti:
… my theory also suggests that when relatively favorable agricultural shocks are stronger— i.e., produce relatively more output— communities should destroy more wealth and thus should sacrifice more innocents…
Per verificare l’esistenza di queste condizioni Leeson analizza nel dettaglio le abitudini dei Kond, una popolazione indiana formata da tante tribù sempre in lotta tra loro nel XIX secolo, vivevano nei dintorni collinari al limite della regione bengalese. I Kond con un magro raccolto non si peritavano di assalire e saccheggiare le tribù Kond loro vicine. Il compito poi è facilitato dai precisi resoconti del colonnello Macpherson che per conto della Compagnia delle Indie inseguì fin laggiù un Marajà che aveva evaso il tributo agli inglesi.
… Kond communities sacrificed humans. Their victims were called meriahs. Konds purchased these persons from meriah sellers called Doms (or Pans) who I discuss in Section 4.16 In principle meriahs could be persons of any age, sex, race, or caste. In practice they were nearly always non-Konds…
Innanzitutto, si riscontra la chiara “pubblicità” dell’evento:
… Sacrifice was “celebrated as a public oblation ... both at social festivals held periodically, and when special occasions demand[ ed] extraordinary propitiations”… These festivals’ main event was the immolation itself, which took place on the party’s third day. On this day the sponsoring Kond village’s head brought the meriah, intoxicated with alcohol or opium, to a spot previously appointed for the sacrifice… In some cases the victim’s arms and legs were broken to prevent his motion. After this and some final prayers, the priest gave the word, and “the crowd throws itself upon the sacrifice and strips the flesh from the bones, leaving untouched the head and intestines”… Wealth Destruction is Public and Verifiable…
Poi si riscontra che la vittima è acquistata a peso d’oro dalla comunità:
… According to Kond belief, “To be acceptable to Tari a victim had to be purchased” by a sacrificing community… In slaughtering meriahs, communities destroyed the valuable property they exchanged for them… A life consisted of property such as “a bullock, a buffalo, goat, a pig or fowl, a bag of grain, or a set of brass pots.... A hundred lives, on average... consist[ ing] of ten bullocks, ten buffaloes, ten sacks of corn, ten sets of brass pots, twenty sheep, ten pigs, and thirty fowls” (Macpherson, 1865, p. 64)… This constituted a “very great expense attendant upon procuring the victims”
C’è una chiara relazione tra i tempi del sacrificio dell’innocente e il ciclo stagionale:
… By sacrificing humans between the sewing and harvesting of crops, Kond communities destroyed wealth preemptively. Communities did not learn their natureassigned output values, and so could not sensibly choose whether or not to aggress against their neighbors’ property…
Ecco una difficoltà: è facile sapere del sacrificio ma come sapere dell’acquisto della vittima?
… How could immolation-festival attendees, and thus those who heard about such festivals second-hand, be sure that the victim a community immolated was a purchased victim?…
La comunità fa di tutto per pubblicizzare l’acquisto.
…Kond communities ensured others that the meriahs [è il nome dato alle vittime]… they sacrificed were purchased by leveraging the persons who sold them meriahs…
Aiuta il fatto che esisteva una specie di borsa degli “agnelli sacrificali” cosicché è possibile dedurre la spesa affrontata dalla comunità (d’altronde i possibili predatori sono sempre Kond, ovvero tribù a loro volta acquirenti di vittime sacrificali e quindi conoscitori dei prezzi):
… Knowing a meriah had been purchased was not the same as knowing how much that meriah had been purchased… First, as themselves buyers in the meriah market, communities knew the approximate price of a meriah… there was “a fixed price for each person” set by custom
L’acquisti e il sacrificio era un bene pubblico. Per incentivare la colletta è lecito attendersi che queste operazioni ricadessero tra gli obblighi religiosi. E così era anche per i Kond.
… Konds’ solution to this problem was the second means they employed to overcome the collectiveaction problem that threatened their ability to use wealth destruction to protect property rights: human sacrifice was rendered a religious obligation
Abbiamo visto che i venditori dovevano venire da fuori (affinché la ricchezza uscisse realmente dalla disponibilità della comunità). La storia dei Kond conferma.
… Kond communities purchased meriahs from the members of an untouchable caste called Doms (or Pans)… The meriah trade was simple.
